Interesting, older story, published in 1964. Worth pulling out of obscurity.
Policemen of the future rely on an electronic circuit board that gives the location of every citizen - and the level of emotional intensity they're feeling at that moment. It takes talent and a 'feel' for the zeitgeist of the precinct to read this board, but it can be used to predict who's about to commit a violent crime. Several issues with this concept are immediately obvious, but the author deals with most of them rather well.

Heart of Darkness is a novella written by Joseph Conrad. Before its 1903 publication, it appeared as a three-part series (1899) in Blackwood's Magazine. It was classified by the Modern Library website editors as one of the "100 best novels" and part of the Western canon. The story centres on Charles Marlow, who narrates most of the book. He is an Englishman who takes a foreign assignment from a Belgian trading company as a river-boat captain in Africa. Heart of Darkness exposes the dark side of European colonization while exploring the three levels of darkness that the protagonist, Marlow, encounters: the darkness of the Congo wilderness, the darkness of the Europeans' cruel treatment of the African natives, and the unfathomable darkness within every human being for committing heinous acts of evil. Although Conrad does not give the name of the river, at the time of writing the Congo Free State, the location of the large and important Congo River, was a private colony of Belgium's King Leopold II. In the story, Marlow is employed to transport ivory downriver. However, his more pressing assignment is to return Kurtz, another ivory trader, to civilization, in a cover-up. Summary:
"The Moonlit Road" is a gothic horror short story by American Civil War soldier, wit, and writer Ambrose Bierce. It first appeared in a 1907 issue of Cosmopolitan magazine, illustrated by Charles B. Falls. This story is presented in three parts and relates the tale of the murder of Julia Hetman from the perspective of her son, a man who may be her husband, and Julia herself, through a medium.
The first part is narrated by Joel Hetman Jr. He is summoned home from college by his father, because his mother, Julia, has been found strangled. His father claims that he returned from a business trip and saw the figure of a man fleeing the home. Upon entering the house, he found his wife lying dead in her bedroom. Months later, the father and son are walking down a moonlit road when the father sees something and suddenly turns pale and disappears into the night.
The second part of the story is narrated by a man who describes himself as a wandering outcast, wracked by guilt. He recounts a dream in which he suspects his wife is being unfaithful and he returns from a business trip early to find a strange man leaving his house. When he finds his wife cowering in her room, he murders her in a fit of jealous rage. In another dream, his wife's ghost confronts him on a moonlit road at night and the strangulation marks are still visible on her neck.
The third and final section is the statement of the murder victim, Julia Hetman, delivered through a medium. She describes the night she was murdered. Alone in the house, she heard frightening noises and believed she was being hunted by some creature of the night. While she cowered in the corner of her room, a man entered and strangled her, but she never saw his face. Later, upon seeing that her husband and son were sad, she tried to communicate with them from the spirit world and offer them comfort. Francis Ingram (Victor Francen) is a noted pianist who lives in a large manor house near a small, isolated Italian village. Ingram suffered a stroke which left his right side immobile, and he has to use a wheelchair to get around. He has retreated to the manor house for the past few years—seen by only a few close friends. These include his nurse, Julie Holden (Andrea King); a musicologist (and amateur astrologist), Hillary Cummins (Peter Lorre); a friend, Bruce Conrad (Robert Alda); and his sister's son, Donald Arlington (John Alvin). Ingram has fallen in love with Julie Holden, and has changed his will so that she receives the vast bulk of his enormous estate when he dies. But Julie is secretly in love with Conrad. The change in the will disinherits Arlington and Cummins, and Cummins tries to expose Holden's affair. Ingram, outraged at the slander on his beloved's good name, tries to choke Cummins to death. Only Julie's arrival (after meeting Conrad in the garden) saves him.
Later that night, Ingram begins to suffer hallucinations from poison put in his food and drink. He climbs into his wheelchair, makes it to the top of the stairs, and calls out for Julie (who never comes to his aid). Ingram falls down the stairs, breaking his neck. (The audience does not see if Ingram was pushed or he fell.) Commissario Ovidio Castanio (J. Carrol Naish) of the local police investigates the death, but finds little sign of murder.
A few days later, Raymond Arlington (Charles Dingle) (Donald's father) arrives, determined to ensure that his son gets the inheritance. Duprex (David Hoffman), Ingram's attorney, tells Raymond that there are suspicions regarding Ingram's death that may lead to overturning the new will in favor of the old one. That night, Duprex is murdered by an unseen assailant. Commissario Castanio begins to investigate. The Arlingtons try to search for the old will, while suspicion falls on Cummins after he tries to remove several expensive old books from the manor house. That night, everyone hears Ingram playing the piano in the main hall, but when they go to check no one is there. Donald, too, is attacked and almost choked to death. Commissario Castanio discovers that someone has broken into the Ingram mausoleum and cut off Ingram's left hand. But it seems impossible for anyone to have gotten in or out.
The audience now begins to see a disembodied hand moving around the manor house. The hand attacks Cummins, but he is able to assuage the hand's quest for vengeance by giving the hand Ingram's signet ring. He locks the hand in a closet, but when Conrad and Holden appear to see what has happened — the hand has disappeared. Meanwhile, Donald Arlington remembers the combination and location of an old safe in the house, and Commissario Castanio and his father accompany him to the room where it is located. They discover the old will...and the disembodied hand. In a fit of madness, Donald Arlington flees the house with Conrad in pursuit. He comes to his senses, and is not harmed. When Holden claims to have discovered the hand, Cummins (becoming more and more mentally unhinged) tries to burn it in the fire. But the hand crawls out and chokes him to death.
Commissario Castanio discovers a hidden record player and concludes that Cummins was playing it to scare people. He theorizes that Cummins cut off the hand, killed Duprex, and tried to kill Arlington. By that point, his mind had snapped, making him believe his own fabricated plot. Plot:
Despite a warning received in the Suq by an elderly desert nomad, Conan stays the night in a cheap tavern in Zamboula, run by Aram Baksh. As night falls, a black Darfarian cannibal enters to drag him away to be eaten. All of the Darfar slaves in the city are cannibals who roam the streets at night. As they only prey on travellers, the people of the city tolerate this and stay locked securely in their homes, while nomads and beggars make sure to spend the night at a comfortable distance from its walls. This night, however, Conan finds a naked woman chasing through the streets after her deranged lover; Conan rescues them from an attack by the cannibals. She tells him that she tried to secure her lover's unending affection via a love potion which instead made a raving lunatic of him. Written in 1912 by a famous ghost hunter who was also an occult fantasy writer, this interesting book collects together folktales and traditions from across Europe, starting in the British Isles, through Spain, France, Belgium and Norway to Russia. The "scientific" accounts (including "How to Become a Werewolf") are embellished by anecdotes of the author's personal experiences with werewolves, ghosts and vampires.
The wolf is not the only animal whose shape, it is stated, man may possess the power of assuming; and it may be of some interest to inquire briefly into the varying branches of lycanthropy, comparing them with the one already under discussion. In Orissa, the power of metamorphosing into a tiger is asserted by the Kandhs to be hereditary, and also to be acquired through the practice of magic; many who have traveled in this country have assured me that there is a very great amount of truth in this assertion; and that although there are, without doubt, a number of impostors among those designated wer-tigers, there are most certainly many who are genuine. As with the werewolf, so with the were-tiger, the metamorphosis is usually dependent on the hour of the day, and generally occurs contemporaneously with the setting of the sun. But the lycanthropy of the were-tiger differs from that of the werewolf inasmuch as there is a definite god or spirit, in the shape of a tiger, that is directly responsible for the bestowal of the property. This tiger deity is looked upon and worshipped as a totem or national deity—that is to say, as a divine being that has the welfare of the Kandh nation especially at heart. It is communed with at home, but more particularly in the wild dreariness of the jungle, where, on the condition that the prayers of its devotees are sufficiently concentrated and in earnest, it confers—as an honor and privilege—the power of transmutation into its own shape.

Most famous in O’Brien’s oeuvre is the following episode: “What Was It?” In the original publication (which we have included), references to opium and a stark ending brooding with uncertainty enhanced the Gothic aesthetic. While those were redacted in the secondary, more widely published, Victorian version of the tale (compare to the incorrigible censorship of Poe’s gruesome “Berenice”), all versions maintain a vigorous element of melancholy, otherworldliness, and mystery. As in “The Lost Room,” we are denied explanations and refused clarification. Unlike the tales thematic descendents – particularly H. G. Wells’ The Invisible Man – there are no science fictional expositions to unwrap the grisly puzzle. The story invites comparisons to Machen’s The Great God Pan, Lovecraft’s “From Beyond,” and “The Music of Erich Zann,” Blackwood’s “The Willows,” and especially de Maupassant’s “The Horla,” and Bierce’s “The Damned Thing” (two direct descendents) – stories that wonder at the possibility that other worlds exist alongside ours, worlds terrifying, malignant, and awesome. Like Bierce’s compendium, “Strange Disappearances,” it reads like a newspaper clipping concerning a little-noticed, little-understood oddity which science has yet to explain. The weirdness of this writing style leaves the reader feeling insecure, confused, and vulnerable; we are used to clean-cut explanations, and while O’Brien’s withholding plot lost him the affection of critics in his own day, we may look back at his style as artistically brave and philosophically chilling.
